Project management

As far as project preparation and implementation are concerned, project management consists of the following obligations assumed by the contractor in all phases:

  • Provision of financial, legal and technical consulting services at the request of the client for drafting: preliminary design, main design and detailed design, tender, construction procedure, bills of quantities, building taking-over, building use and demolition.
  • Financial, legal and technical preparation and planning of design and construction works and planning monitoring of the project implementation progress.
  • Consulting, selection and contracting of works carried out by the designer, reviewer, supervisory engineer, contractor, chartered geodetic engineer and other persons involved in design and building construction and consulting for contracting of works with such persons.
  • Liaison with and mutual harmonization of works carried out by the designer, reviewer, supervisory engineer, contractor, chartered geodetic engineer and other persons involved in design and construction and supervision of their works to safeguard the rights and interests of the client.
  • Appointment of the project manager responsible for the integrity and mutual harmonization of works including coordination with all project participants.
  • Ensuring ongoing presence of the project manager from project initiation to project completion.
  • Appointment of the project manager’s associates by their professions.
  • Obtaining acts, analyses, studies and surveys and other documentation required for drafting preliminary design, main design and detailed design and building demolition project.
  • Obtaining any documentation and contracting any legal procedures required for issuing acts to proceed according to the documentation concerning physical planning, construction, building use and/or demolition and obtaining such acts.
  • Planning and monitoring of the project implementation progress.
  • Economic data analysis related to project management.
  • Analysis and control of the main design and detailed design and bills of quantities and timely provision of notes about and potential amendments to the main design and detailed design.
  • Collaboration with the client concerning tender documentation drafting.
  • Collaboration with the client regarding shortlisting of eligible bidders.
  • Inviting the tender together with the client.
  • Evaluation of the bids received according to benchmarking tables to find the most eligible bidder.
  • Proposing the most eligible bidder to the client to sign the Construction Agreement.
  • Drafting Draft Construction Agreement with general and particular terms and conditions of the Construction Agreement.
  • Provision of legal aid to the client regarding contracting and potential judicial proceedings.
  • Collaboration with public authorities.
  • Progress monitoring concerning the issuance procedure for the location permit, construction permit and use permit.
  • Everyday coordination with all project implementation participants including coordination with the surroundings (neighbours, institutions etc.).
  • Risk analysis regarding the cost estimate and the project implementation schedule.
  • Review of the project implementation plans.
  • Weekly and monthly progress reports.
  • Organisation of weekly operations meetings with all responsible persons representing projects participants, including taking of meeting minutes.
  • Verification of compliance between the contractor’s detailed plans and project requirements.
  • Drafting, supervision and amendments to the payment schedule within 14 days from the date of signature of the Construction Agreement.
  • Taking care of quality control procedures and implementation.
  • Taking care of the provision of evidence, attestation, obtaining opinions and conducting testing for extraordinary quality controls for the installation of elements and materials, and the execution of works.
  • Drafting relevant weekly reports for the client concerning progress of works and costs, deadlines and quality of the works executed.
  • Drafting lists of guaranteed deadlines.
  • Supervision of latent defects removal.
  • Preparation of baselines for termination of the Construction Agreement provided it is contractually justified and caused by default of the contractor.
  • Drafting proposals and project implementation plans for the construction phase and the use phase.
  • Drafting guidelines for conservation and maintenance of the constructed building or plant.
  • Professional support in appeal proceedings, litigations or similar proceedings.
  • Collection of interim monthly invoices from the contractor and verification of such invoices prior to their submission for payment to the client.
  • Inspection of any design documentation and other documentation: blueprints and budgets to verify their compliance and accuracy, and in case of defects detected and/or disagreements prior to the execution of works to notify the client in writing to obtain the required clarification in due time.
  • Compliance with the technical documentation according to which the construction permit was issued and with detailed documentation.
  • Obtaining any documents and implementation of legal procedures required for building construction and performance of activities the client is obliged to perform in the design phase and during building construction.
  • Providing the client with the insight into all works covered under the Construction Agreement.
  • Taking actions in compliance with the written instructions of the client.
